With the new UC Regents policies SP-1 and SP-2 and the passage of Proposition 209, a new means of realizing the goal of a diverse student body had to be found.  The focus went from what could be done in the admissions process to what could be done in terms of outreach to historically underrepresented student groups - and outreach in terms of strengthening California's K-12 schools.  The UC system has implemented several administrative efforts towards the goal of a diverse student body and a good place to start is the UC website on Outreach.  On this website, there are "fact sheets" that deal with many facets of UC's efforts to enhance students preparation for college.  Also at the UC level, an Outreach Task Force was formed to study and suggest the best policy approach to outreach efforts.   They compiled NEW DIRECTIONS FOR OUTREACH: Report of the University of California Outreach Task Force, which was presented to the Board of Regents of the University of California in July, 1997.

On this campus, a UCLA Outreach website has been created to serve as a gateway for the university's outreach efforts.  The site includes a link to the UCLA Today outreach issue, Chancellor Carnesale's article that appeared in the Los Angeles Times, and his latest editorial that appeared in the UCLA Daily Bruin.  It also has a link to Tom Bradley's article that appeared in the Los Angeles Times, "For Minorities, UCLA Can Still Fulfill Dreams, Open Worlds".  As outreach is now an institutional priority, a UCLA Outreach Steering Committee has been formed to discuss and define the best outreach strategies.  The Early Academic Outreach Program (EAOP) has been in existence since the early 1970s, while the Career-Based Outreach Program (CBOP) and School-University Partnerships are more recent endeavors.  Also see the article in the Daily Bruin - December 2, 1998 - UCLA establishes three new outreach programs.

Interviews with Winston Doby (Vice Chancellor), Jack Sutton (Executive Officer - Outreach Steering Committee), and Albert Carnesale (Chancellor) were very helpful with the background for this section.
