In the Mass arrest at Sacramento and Montgomery, people were told they were charged with: Illegal assembly, Refusal to disperse, and Obstructing traffic. Actual citations gave the following violations
No one was told to disperse, and no one was told that they were part of an illegal assembly until after the police had cordoned off the area and refused to allow anyone to leave. The only obstruction to traffic was due to the police lines cordoning off the entire block.
