
The publications on this topic are proliferating rapidly in both electronic and paper versions. Unfortunately, the quality of the work is uneven, and there is much repetition of information. This bibliography will serve as a guidepost. In addition to up-to-date pieces that focus on digital issues, we have included several publications from the 1980s that deal with such core and enduring issues as selection for preservation, intellectual versus physical preservation, cost modeling, and relevant managerial functions. At the end of this bibliography is a list of other recent bibliographies.

American Library Association. "Preservation Policy," in ALA Policy Manual, 1992-93, 52.2, p. 145. This policy, written in 1991, is reprinted annually in the ALA Policy Manual. It also appears on the ALA web site, http://www.ala.org. In June 1993, the Report on Implementation of the ALA Preservation Policy was published; it also resides on the web. The 1993 report deals more particularly with electronic data issues.
Atkinson, Ross W. "Selection for Preservation: A Materialistic Approach." Library Resources & Technical Services 30.4 (October/December 1986): 341-353. Atkinson establishes a typology for preservation decision-making that is organized around three classes: materials that must be preserved to protect their capital value; high-use materials; and lower-use research materials. He uses the Research Libraries Group (RLG) Conspectus as a model for distributing the responsibility of class 3 preservation around institutional subject strengths. (Contrast the Atkinson library-conspectus approach to the Coxes' archives-information appraisal approach.)
Battin, Patricia. "From Preservation to Access: Paradigm for the Nineties." IFLA Journal 19.3 (1993): 367-73. Battin posits that preservation is not the central function of librarianship because "[d]igital information implies continuous change accompanied by ever diminishing life cycles of the medium and the systems of access to the point where the preservation function must be considered at the point of creation of the knowledge." Battin was early to recognize the key issues surrounding the preservation of digital media.
Bouché, Nicole. "Digitization for Scholarly Use: The Boswell Papers Project at the Beinecke Rare Book and Manuscript Library". Council on Library and Information Resources (March 1999): 1-15. Bouché reports on the digitization of the personal papers of James Boswell, from forming a strategy to the scanning process. She evaluates the positive and negative aspects of such projects for scholar-editors.
Child, Margaret S. "Further Thoughts on 'Selection for Preservation: A Materialistic Approach." Library Resources & Technical Services 30. 4 (October/December 1986): 354-362. Child agrees in principle with Atkinson's views (see above) but suggests ways in which he could refine his classes. For example, Child prefers the archivists' "intrinsic value" to Atkinson's "capital value." She fleshes out Atkinson's ideas, suggesting practical means for their implementation. Finally, she argues for the importance of including documentary resources of all types -- print, manuscript, machine-readable files, etc. -- in a subject-based approach to preservation.

place in the preservation field as library collections evolve from holding
primarily paper-based materials to housing digital collections as well.

Conway, Paul. "Archival Preservation: Definitions for Improving Education and Training." Restaurator 10 (1989): 2, 47-60. This article traces the emergence of what constitutes archival preservation and the implications of that definitiaon for education and training. He brings together the perspectives of the library and archival worlds.
Conway, Paul. Preservation in a Digital World. Washington, D.C.: The Commission on Preservation and Access, 1996. An overview of issues and strategies particular to the preservation of digital records.
Cox, Richard J., and Cox, Lynn W. "Selecting Information of Enduring Value for Preservation: Contending with the Hydra-Headed Monster." Rethinking the Library in the Information Age 2 (April 1989): 115-130. The authors characterize early preservation literature as advocating the preservation of all information. By the 1980s librarians acknowledged that not all information could be saved, and criteria for selection began to be determined through a collection management approach. Compares and contrasts selection and appraisal approaches, and promotes an "information value first" perspective where preservation follows information selection.

Crawford, Walt. "Bits is Bits: Pitfalls in Digital Reformatting." American Libraries 30.5 (May 1999): 47-49. Intended for a general librarian readership, this article succinctly spells out the attendant issues surrounding the preservation of digital media: fragility of new media, obsolescence of technology, and so on.
Gilliland-Swetland, Anne J. "Archival Research: A 'New' Issue for Graduate Education." As presented at the Archival Educators' Working Meeting, University of Pittsburgh, August, 1999.
Graham, Peter S. Intellectual
Preservation: Electronic Preservation of the
Third Kind. Washington, D.C.: Commission on Preservation and Access, March
1994. Graham addresses the point that with print materials preserving the
artifact has meant preserving the information contained in it, while with
digital materials preservation may merely signify copying. In the process
of copying or migrating documents, much information may be lost or altered.
He discusses the issues of integrity and authenticity of information which,
though central concepts to archivists, are not necessarily obvious to librarians.
Finally, Graham considers technologies such as hashing and digital time-stamping
as aids in authentication of records.
Green, Ann, JoAnn Dionne, and Martin Dennis. Preserving the Whole: A Two- Track Approach to Rescuing Social Science Data and Metadata Washington D.C.: The Digital Library Federation, June 1999 An exploration of migration as a preservation strategy for social science data. It explores the options available for migrating both data stored in a technically obsolete format and their associated documentation stored on paper, which may itself be rapidly deteriorating. A very helpful glossary is included.

While there is some discussion about possible solutions, Lesk raises excellent points regarding practical and intellectual preservation issues and cost-effectiveness as a factor of decision-making. Also recommended is the chapter on "Economics" which discusses the need for a new model of cost modeling for digital libraries and explores economic ramifications of preserving electronic information.

Conservaplan is part of a larger program for the dissemination of information
on conservation and preservation in Spanish. These publications are part of
a larger program at the National Library of Venezuela to support the activities
of the IFLA-PAC (Preservation and Conservation) Regional Center for Latin
America and the Carribbean.
