Dr. Hawkins has served as a consultant for several government agencies and foundations. Among those included are the U.S.-Japan Foundation, Exxon Foundation, the International Labor Organization, UNESCO, AID, Ford Foundation, East West Center, Rockefeller, World Bank and many NGO’s.

Hawkins has focused his consulting work on educational policy and planning, secondary and higher education reform, project management and training, and educational assessment and evaluation. His assignments have been primarily in Asia but also in Africa and Europe.
