In Report #22, the Monitoring Team’s
Annual Independent Review, we provide an updated Balance
Sheet, summarizing both the enduring achievements of the Consent Decree as well
as the unresolved issues. We follow with
an overview of thirteen SFUSD schools that best exemplify the vision of the
Decree and the pursuit of its goals over time.
Appendix 1 of the Report then provides a detailed analysis of
performance at these thirteen schools, and Appendix 2 adds a traditional
paragraph-by-paragraph summary of compliance.

Paragraph 44 of the SFNAACP v. SFUSD Consent Decree mandates an "independent review of implementation of this Consent Decree at the close of each school year," and requires the monitoring team "to submit a report to the Court." Pursuant to that mandate, the current Consent Decree Monitoring Team files its annual report each summer.
