SOTI is a one-year program to provide language, professional and information technology training for bureau-level officials from Shenzhen city, China. Bordering Hong Kong, the city has a population of 7.5 million and has the highest per capita purchasing power among all Chinese cities. It has the highest per capita private-car ownership in China, and increasing at the absolute rate of 50,000 a year.
