Of the world’s leading host countries for international students, the U.S. is the only nation without a centralized policy guiding the recruiting and admission of foreign students.  By default, these practices are developed by each individual institution.  The following set of questions may be used by community colleges in forming their own international student guidelines.

• Does the institution’s mission include educating international students?  Should it?
• If the college’s mission includes the education of international students, should the

  institution  offer these students scholarships, financial aid, or work-study?  To how many    and under what circumstances?
• Should the community college actively recruit overseas?
• Will the presence of international students adversely affect the access of local students to   the institution?
• What is the optimal number of international students the institution should enroll?
• Are the institution’s educational and curricular practices suitable for international students,   and are faculty prepared to teach them?
• Is it ethical to train international students in skills or knowledge that may later be used    economically or militarily against the U.S.?
• Should the institution’s student services division be required to bear the added costs of    special services for international students?
